The Education and Development (O2) team has a vacancy for:
Quality Assurance and Policy Adviser 1.0 FTE
What will you do?
Within the Education & Development team, you play a key role in the development, implementation and further development of Vonk's quality policy. You operate at the intersection of quality assurance, policy development, organisational development and strategic decision-making. In this role, you advise management and the executive board on educational quality, risks, opportunities for improvement and the further development of the quality culture within Vonk.
You connect data, policy and practice, and contribute to future-proof education by analysing quality issues organisation-wide, translating them into policy and guiding the implementation of improvements. In addition, you are a key discussion partner for the Education Inspectorate and you represent Vonk in relevant internal and external networks.
As Quality Assurance and Policy Advisor:
- develop and update organisation-wide policy in the areas of quality assurance, educational quality and quality culture;
- advise the executive board, senior management and line management, both solicited and unsolicited, on strategic quality issues, risks and opportunities for improvement;
- you identify, analyse and translate developments in laws and regulations, inspection frameworks and educational developments into policy proposals and implementation plans;
- collect, analyse and interpret your management information at institutional, pre-vocational secondary education (vmbo) and senior secondary vocational education (mbo) levels to support managerial decision-making;
- monitor and evaluate the quality of education and report on this to the board, management, branches and teams;
- take charge of the further development and safeguarding of the planning, accountability and quality cycle within Vonk;
- initiate, guide and evaluate your organisation-wide improvement and change programmes arising from quality analyses, audits, inspection assessments and strategic organisational goals;
- do you act as a project supervisor for multidisciplinary quality and development projects;
- do you maintain the relationship with the Education Inspectorate and coordinate inspection procedures and executive discussions;
- represent Vonk in relevant external networks and consultation structures in the fields of quality assurance and educational development;
- are you a member of the internal audit committee and do you drive the planning, execution, evaluation and further development of the internal audit process;
- Do you draft management reports, policy notes, risk reports and improvement advice and present them to management and the executive board.
Job requirements
What do you bring?You are an analytical and strategic advisor who knows how to translate complex issues into clear policy choices and concrete improvement actions. You switch easily between operational, tactical and strategic levels and move effortlessly between educational teams, management and the executive board.
Additionally:
- do you have university-level working and thinking ability;
- do you have extensive experience in quality assurance, policy development and advisory services within education or a similar knowledge-intensive environment;
- do you have experience in developing policy and guiding organisation-wide implementation and change processes;
- do you have demonstrable experience in data analysis, management information and executive reporting;
- are you able to analyse complex developments and risks and translate them into policy proposals and strategic advice;
- do you have experience with the project management of multidisciplinary trajectories;
- are you a robust and persuasive discussion partner for management, executive boards, governing bodies and external stakeholders;
- do you possess excellent oral and written advisory skills;
- are you organisationally sensitive, result-oriented and able to connect opposing interests;
- dare to provide direction, ask critical questions, and offer solicited and unsolicited advice.

From our two locations in Alkmaar and Den Helder, we provide support to all twelve of Vonk's sites. Our specialists in HR, Finance, IT, Communications and other departments ensure that the more than 1,300 colleagues in the schools can focus entirely on providing high-quality education.
