The vacancy
OVO Zaanstad is seeking an Education & Quality Team Leader with an inquisitive and critical mindset who can implement and drive our direction and ambitions in the area of quality assurance and educational development. As an content director, you will oversee the strategic direction and provide strategic advice to the board and management regarding bottlenecks, opportunities, and internal and external developments. By utilising educational data with accompanying analysis and interpretation, you will ensure the PDCA cycle for educational quality. Where necessary, you will support schools and management in setting this up. As Team Leader for E&Q, you will contribute to quality assurance within OVO Zaanstad and its schools. The E&Q team also guides cross-school trajectories and projects on various themes. The E&Q team provides support with accountability to various stakeholders, such as the Supervisory Board and the Inspectorate.
These are your main duties as a Maintenance and Operations Team Leader:
Leadership
You lead a small, cohesive team of three collaborating advisors within OVO Service in an inspiring and connecting way, finding the right balance between direction, support, and autonomy. In your leadership role, you are part of the OVO Service Management Team. In this role, you regularly liaise with the other management team members regarding organisation-wide developments, policy issues, and the further development of services. In addition, you are also a colleague involved in projects and processes, including supporting schools with data-driven working. You are adept at managing these different roles.
Dialogue partner schools and administration
You are a loyal, critical and expert discussion partner for schools and boards to interpret already available data correctly and contribute to the improvement of the data architecture and data accessibility for the purpose of improving educational quality and the associated PDCA cycle. In addition, you advise boards and schools on relevant quality issues and policy developments based on relevant short- and long-term developments.
Data analysis, translation to interventions, and monitoring
You translate data analyses into advice and interventions for school practice, and ensure clear interpretation and monitoring thereof for the board and management.
Developing plans and policies
Drawing on your knowledge and vision of education and school organisations, you develop (multi-year) plans and policies surrounding current educational themes. You draw up implementation plans and oversee their execution. You also evaluate and test the effectiveness of existing policy. You work on a project basis and follow the PDCA cycle.
Supervising schools and cross-school projects
You inventory common questions from schools, provide guidance in developing policy intentions and practical research. In addition, you advise schools on how to develop and secure educational innovations. You also co-shape, provide content for, and lead supra-school projects on educational quality.

Job requirements
This you take with you- You possess an academic level of working and thinking. In practice, this is reflected in a clear vision of good education, an inquisitive attitude, and skills in monitoring and interpreting data.
- You have experience with data-informed working, both qualitative and quantitative, to improve educational quality, and are familiar with the inspectorate's research framework and relevant legislation.
- You have knowledge of and experience with Dutch education, practical research and policy development. You follow relevant external educational developments and know how to connect them with the OVO direction.
- You have leadership qualities that are suited to an independent and closely collaborating team of consultants.
- You quickly get an overview of complex matters, can easily see connections between different trajectories and processes, and know how to link them.
- You possess good managerial sensitivity and serve as a critical sparring partner (critical friend) for the board, schools, and management team colleagues.
- You work proactively, are results-oriented, have strong communication skills (both verbal and written), and enjoy collaborating based on connection with others. You are objective, open, and approachable in this regard.
- You can quickly switch between policy advisory tasks, cyclical work, and executive tasks, and you also perform well under (time) pressure. You can prioritise effectively and switch between different roles and tasks.
- You can reflect well, inspire, and put things into perspective.
Employment conditions
OVO offersWe offer you a fixed-term contract with the prospect of a permanent position. Your salary will be in accordance with scale 12 of the CAO VO (up to €7,313 for full-time employment). In addition, we offer a generous annual leave scheme, 8% holiday pay and an end-of-year bonus of 8.33%. In addition, you will receive an annual individual flexi-budget of 90 hours for full-time employment, to be spent on time off and/or money, as well as professional development hours. You’ll also receive a commuting allowance, a laptop and a mobile phone on loan, and there’s the option to work from home part of the time.
